Anyway, I think the quote meant that the “good” being referred to here is relative. For the emperor, it is a “good”, but he plans to force it on everyone, who wouldn’t necessarily agree that it is a “good”. So, as a result, he’s just being a tyrant.

Heh. I do not know the context of this quote, but sometimes forcing good on others is essential.
